摘要
广州近年来在名城保护的价值观树立、制度建设、政策制定等方面步上正轨,令人瞩目。除了自上而下的政府意志,引人注目的是自下而上的社会推动:新闻媒体通过报道标志性公共事件发起保护行动,引导公众参与,提供公共讨论平台,提出建议与对策,建构起一种让社会多元主体发挥作用的公众参与机制,自下而上地影响、参与了保护体系的建构,以及一系列公共决策、政策的制定,推动了社会进程。文章旨在总结新闻媒体对广州城市遗产保护政策与制度形成的影响,研究城市遗产保护公共政策、制度建设过程中的媒体功能与机制,为以新闻媒体为平台推动城市遗产保护提供借鉴,对中国的公共治理、民主化进程也有独特意义。
This article examines the influence of the news media on the development of urban heritage conservation policies and institutions in Guangzhou,China.In recent years,Guangzhou has witnessed the gradual emergence of values,institutions,and policies for promoting conservation that has evolved out of top-down government directives as well as extensive social pressure from below.This article demonstrates how the news media guide public participation through reporting on landmark public events and through the initiation of conservation activities,providing a platform for public discussions,developing proposals and facilitating the engagement of diverse social actors.In conclusion,it can be argued that the news media not only shape the development of a conservation system through their influence on public decisions and policies but they also promote social progress that is of particular significance for the evolving process of public governance and democratisation in China.
