摘要
[目的/意义]大数据技术是否能改进公共政策分析,这是目前国内外学术界研究热点,也是各国各级政府关心的重要问题。[方法/过程]采用系统文献综述(systematic review)对相关文献进行梳理,提炼出大数据应用于公共政策分析的效益和风险,以及如何用好大数据来支持公共政策的建议;总结大数据应用于公共政策的通用流程和参与主体间的价值网络;分步解析大数据在政策阶段中的具体应用案例。[结果/结论]提出大数据应用于公共政策的通用框架,对我国运用大数据技术改进公共政策、公共决策具有一定的借鉴意义。
[Purpose/Significance]Can big data improve public analysis?It is a question which attracts attention from academic world and government.[Method/Process]We conduct a systematic review targeting the idea of whether big data can improve public policy analysis.The ideas about the benefits and risks of applying big data technologies on public policy analysis are summarized.We then summarize the general process of applying big data on public policy analysis and the value network among various participants.The experiments or practical applications from the relevant literature demonstrate how exactly big data is used to improve policy analysis.[Result/Conclusion]The proposed general big data implementation framework will guide governments on adopting big data for public policy analysis.
