摘要
提出一种针对水利领域的PPP模式分类方法,该方法根据PPP模式运作过程中是否存在资产所有权转移和转移给社会资本的风险大小,将PPP模式分为简化三级结构。同时阐述经营性、公益性、准公益性3种不同类型水利工程适用的PPP模式,并以经营性水利工程峡口水库引水工程项目为例,分析通过PPP模式减轻政府财政压力、促进政府职能转换和提高项目建设效率。
This paper presents a PPP mode classification method for the water conservancy field,and the method is based on whether there is the transfer of ownership of assets and the risk that transferring to social capital during the operation of PPP mode.PPP mode has been divided into three simplified structure.Meanwhile,the three adoptable different types of PPP mode in water conservancy including the business,public welfare,quasi public welfare have been illustrated.Taking the management of Xiakou Reservoir Water Diversion Project as an example,the paper analyzes the way to reduce the government budget and promote the transformation of government functions and efficiency of the project construction through PPP mode.
