摘要
随着高校办学规模的扩大,部分高校尝试将公共资源纳入后勤管理的范畴。由于供需矛盾失衡,高校公共资源公共性严重缺失,遭遇"公共地的悲剧",导致公共资源共享与向社会开放面临困难。公共性缺失、社会性不足的条件下,如何实现高校公共资源管理优化配置?如何全面升级其管理水平,实现公共资源的社会效益与经济效益的双赢,同步放大公共资源的公共性、公益性,是高校教育改革工作亟待研究和推动的重大课题。
With the scale expansion of universities,some colleges try to have public resources incorporated into the scope of logistics management.Due to the imbalance between supply and demand,the public resources of universities are in deficiencies,suffered a“public land tragedy”,and it resulted in difficulties with resource sharing and opening in the society.Lack of publicity,in the condition of short sociality,how can we achieve the management and optimization allocation of the public resources in universities?How to upgrade the management level to achieve a win-win situation of social and economic benefit of public resources and amplify the publicity of public resources and its public welfare,it is an urgent and major issue to research and promote in the work of university reform.
