摘要
贫困地区的精准扶贫、精准脱贫是解决我国当前贫困的重要国策之一,自2014年国家倡导实施精准扶贫以来,凤凰县的脱贫工作取得了一定成绩,但仍然存在:精准识别不精准;扶贫产业发展滞后;扶贫资金缺口大;驻村帮扶不到位等问题。可构建政府部门、基层干部、贫困群体、社会力量"四位一体"的携手脱贫框架。政府部门应加大财政资金支持力度,调整产业结构平衡发展;基层干部要创新宣传推广方式,资源整合片区共享;贫困群体需强化教育转变观念,自我提高;社会力量要公益团体助力教育扶贫,社会媒介加强舆论监督。
One of the most important national policies to solve China's poverty problems is the policy of targeted poverty alleviation and reduction.Fenghuang County has been made several achievements in this politic work since it was advocated from the year of2014.However,there also exists some issues in Fenghuang,namely,the targeted identification is inaccurate which causes the real poor people to quit from the policy support;the industrial structure is imbalanced which makes the industrial development of poverty alleviation's lag behind;the county's financial economy is weak which lets the funds of poverty alleviation have a big gap vacancy;and the cadre's ability is incapable which leads the accurate help for village to be inadequate.To solve those problems,this article aims to construct a precision poverty alleviation model from four aspects,which is called"four in one"model.First,the government should increase financial support and adjust the balanced development of the industrial structure;second,grassroots cadres should apply innovative publicity methods and integrate resources for sharing;third,poor groups need to strengthen education and change ideas for self-improvement;fourth,public welfare groups need to assist poverty alleviation through education,and the social media should strengthen the supervision of public opinion.
