摘要
我国政府设立引导基金对于社会资金的合理配置、市场缺陷的有效弥补以及创业企业的发展是十分重要的。相应的,应该建立一个与之相匹配的、完备的、可度量的绩效评价指标体系。提出用"德尔菲法"这一全新方法,可对以往的绩效评价指标体系做一个优化,希望优化后的绩效评价指标体系可以帮助政府引导基金更加全面的发展。
It is very important to set up government-guiding funds for the rational allocation of social capital,the effective compensation of the market defect and the development of startup companies.Accordingly,a matching performance evaluation index system which is complete and measurable should be set up.The Delphi method was used to optimize the previous performance evaluation index system to promote the more comprehensive development of government guiding funds.
