摘要
自20世纪90年代以来,包括非政府组织在内的各类社会组织在国际关系中的地位和影响力逐渐上升。国家权威的相对衰落以及国家功能的有限性凸显,加之社会转型引发的问题以及对弱势群体权益的关切等,都为非政府组织的发展提供了新的空间。现实中,非政府组织在落实政府间国际组织议程,拓展国际关系议题领域,影响国际舆论,介入国际谈判,为官方外交提供新载体这些方面发挥着重要作用。非政府组织作用和影响力的上升,有利于促进中外交流与中国国内的经济和社会发展。但与此同时,境外非政府组织对中国外交政策实施、国际形象建构、海外利益保护、参与全球治理等造成压力。有鉴于此,中国需要不断丰富外交理念,支持具有国际化倾向的社会组织发展,推动本土社会组织构建国际化活动网络,将社会组织纳入国家对外援助体系,妥善应对外交关系中的社会组织因素,拓展新的外交空间。
Since the 1990 s, Nongovernmental organizations(NGOs) have become an increasingly influential player in the international arena against the background of the relatively declining authority and limited functions on the part of the state and the growing attention paid to rights protection of marginalized groups and to other related problems during the social transformation periods. Specifically, NGOs have played an important role in implementing the agendas of intergovernmental international organizations, expanding agendas in international relations, shaping international public opinion, engaging in international negotiations, and providing alternative venues for governmental diplomacy. The growing role and influence of NGOs have contribute not only to China's economic development and social progress but also to its engagement with the outside world. At the same time, foreign NGOs also constrains China's efforts to implement its foreign policy, build a global reputation, protect overseas interests, and participate in global governance. Therefore, China needs to support the development of international-oriented social organizations, encourage and facilitate homegrown social organizations' effort to establish an international network, and integrate social organizations into the government's foreign aid system, and let social organization play an appropriate role in China's overall diplomacy.
