摘要
南通市的基本照护保险制度按照独立的第六项社会保险险种设计,与基本医疗保险相对独立、相互衔接;在保障范围上强调制度公平,城乡一体推进;在筹资方式上强化个人缴费,财政承担托底;在评定标准上按照评定量表,结论公正权威;在经办服务上委托第三方,实行协议管理;在支付方式上采取定额结算,着重培育居家市场。南通市目前已建立起了标准化、规范化的照护保险制度体系,取得了良好的实践效果。
The basic care insurance system in Nantong is designed according to the independent sixth social insurance categories,and is relatively independent and mutually connected with the basic medical insurance.In the scope of protection,the system emphasizes the fairness of the system and promotes the integration of urban and rural areas.It strengthens individual contributions in financing,financial commitment underpinning.In the evaluation standard,according to the rating scale,the conclusion is just and authoritative.Third parties shall be entrusted with the management services and the agreement shall be administered.In the way of payment,fi xed settlement is adopted,and the home market is emphasized.Nantong has established a standardized care insurance system,and has achieved good results.
