摘要
排污权是一种有产权界定、具有经济价值的可转移资产。2016年1月,中国将石化、化工等行业第一阶段纳入碳排放交易市场。本文将排污权作为一种投入要素,运用随机前沿分析方法测算中国29个制造业2001~2014年全要素生产率以及制造业排污权配置效率,并且基于均衡状态下排污权需求决定函数构建了制造业排污权需求强度影响因素检验的动态面板模型,同时检验了影响因素在不同行业间的异质性。结果表明,制造业排污权重置效应在制造业转型升级过程中普遍存在,排污权配置效率主导了制造业要素配置效率变化;提高污染密集型行业的排污权配置效率是排污权市场化改革的重点。从"十五"时期到"十二五"时期,随着产业升级政策的推进和环境规制政策的完善,特别是排污权市场化交易机制改革的推进,制造业排污权重置效应的经济红利逐渐得以释放。
Emission permits is a kind of transferable assets with property rights definition and economic value.In January2016,China included the first phase of petrochemical,chemical and other industries into the carbon tradingmarket.The emission rights as an input factor,using the stochastic frontier analysis method to calculate the total factorproductivity Chinese29manufacturing2001~2014,and manufacturing of emission rights allocation efficiency,andbased on the equilibrium state of lower pollution right demand decision function constructs a dynamic panel modelto test the influence factors of emission intensity of demand,heterogeneity and test the influence factors in betweendifferent industries.The results show that the common manufacturing emissions reallocation effect on the upgradingof manufacturing industry in the process of transformation,the efficiency of the allocation of emission rights leadingmanufacturing allocative efficiency change;improve the efficiency of the allocation of emission pollution intensiveindustries is the focus of emission rights market reform.From the"fifteen"period to the"12th Five-Year"period,withthe development of policies to promote industrial upgrading and environmental regulation policy,especially the reformof the sewage rights market trading mechanism to promote the manufacturing industry,emission rights reallocationeffect economic dividends gradually release.
