摘要
在我国,养老保险制度在"并入、合并、并轨"的过程中,制度实践的效果不尽人意。掺杂历史原因和当局者利益的机关事业单位养老保险制度的并轨改革在遭到抵制与反对后,进展缓慢,身份"特权"依旧存在。原本"合二为一"的制度构想,在长期的过渡阶段,形成了"分二为三"的尴尬局面。抛去制度现实的种种忧愁论,我国一体化的理想状态,相对终极的目标即是在多次并轨后,形成以城乡居民养老保险和企业职工养老保险制度为主的制度体系。然而,在理想状态下,城乡居民养老保险和企业职工养老保险的契合点非常有限。现实情况不尽人意,到达理想状态困难重重,哪怕达到愿景依然出现矛盾。种种迹象表明,或许我国的养老保险制度的顶层设计与具体设计出现了问题,我国的养老保险制度或许缺少的是一种一体化、层次化的纵横联动与新身份化的理性回归。
In the process of“merger,incorporation and integration”of the old-age insurance system in our country,the reaction of the system practice is unsatisfactory.The merger reform of the old-age insurance system of the institutions accompanied by historical reasons and the interests of the authorities,has been resisted and opposed,and is very slow in progress.And“privilege”of identity still exists.The original supposition of“combination into one”has been changed into an embarrassing situation of“division of two into three”through long-term transition.Through elimination of various worries,the ideal situation of the integration of our country,i.e.the relatively ultimate goal is to form the system of urban and rural residents'endowment insurance and enterprise pension insurance system.However,the coordination of them is very limited.The reality is not satisfactory,there are also difficulties to reach the ideal state,and there still exist contradictions even if it is in the ideal state.These kinds of signs show that perhaps there are problems in top and specific design of China's endowment insurance system,and what it may be lack of is a kind of systematic and hierarchical cooperation and the rational return of identity.
