摘要
随着我国大陆地区经济发展战略的调整以及京津冀一体化布局的加速,资源供给与市场需求条件发生了重大变化,促使部分台资企业顺应区域比较优势变化,主动将投资重心梯度式转移到京津冀地区。考虑到京津冀一体化进程中产业结构优化调整、两市一省长远发展需要,应根据京津冀一体化布局和总体发展目标,依照各地区功能定位,有选择地承接具有比较优势的台资资本,引导各产业台资资本进入京津冀不同地区,确保产业承接过程中区域发展的协调性。针对目前承接台资转移中存在的制度安排、产业选择、人才等方面的障碍因素,京津冀承接台资转移应顺应一体化长远发展需要,在台资进入的不同阶段,相机抉择,选择不同的承接策略,设置合意的制度安排,一要采用政府主导的引力策略;二要实施政府推动—市场拉动的合力策略;三要实施市场主导的驱动策略。
With the adjustment in domestic regional economic development strategy and the acceleration of Beijing-Tianjin-Hebei integration,the resources market condition has been changed significantly,which promotes some Taiwan-funded enterprises to invest more in Beijing-Tianjin-Hebei region based on regional comparative advantage.Considering the industrial restructuring during the process of Beijing-Tianjin-Hebei integration and the long-term development of this region,we should selectively undertake some Taiwan-funded enterprises with comparative advantages,guide them to enter different areas,and guarantee the coordinated development of this region during the process of undertaking.The undertaking of Taiwan-funded enterprises should be suitable to the demand of long-term development.We should adopt different strategies and institutional arrangement in different undertaking stages:first,we should adopt the government-oriented strategy;second,we should adopt the strategy of“government pushing and market pulling”;and third,we should adopt the market-oriented strategy.
