摘要
秦巴山地区在生态价值、地理区位、全面建设小康等方面具有战略意义,但是目前存在两大突出问题:"生态保护"和"扶贫开发"。绿色发展是同时解决这两大问题的有效路径。国外绿色发展在政策和实践方面具有一些共同认可的经验和成功案例,这些经验可总结为以下几个方面:多层次的政策体系,规制型和市场型政策工具并重,开展绿色职业教育,重视与利益相关者的沟通。在这些经验的启发下,构建秦巴山地区绿色发展的政策框架体系,并针对性地提出一些政策建议。
The area of Qinba Mountain is of strategic significance in ecological value,geographical location,and construction of well-off society,etc.But there are two outstanding problems:ecological protection and economic development.Green development is the effective way to solve these two problems at the same time.There are experiences and successful cases of green development from foreign country in policy and practice,those experiences can be summarized as follows:multi-level policy system,laying equal stress on regulatory and market-oriented policy tools,carrying out green vocational education and emphasizing communication with stakeholders,etc.In light of these experiences,the paper constructs the policy framework system of green development in Qinba Mountain Area,and gives some corresponding suggestions.
