摘要
基层环境监察执法工作是一种具体直接的、微观的环保执法行为,其关系环保整体工作的成败。文章分析了环境监察执法工作中存在的主要问题,探讨了加强基层环境监察执法能力建设的对策。
The environmental supervision and law enforcement works at the grass roots are the actual direct and microcosmic environmental law enforcement actions that influence the success or failure of the overall works of environmental protection. The paper analyzes the main problems existed in the environmental supervision and law enforcement works, and probes into the countermeasures in reinforcement of the capacity building for environmental supervision and law enforcement at the grass roots.
