摘要
综合采用宏观研究、中观研究和微观研究相结合的方法,针对高校和科研院所成果转化问题提出加快相关管理制度改革、强化科技成果转化立法、聚集高水平成果转化服务机构等对策建议,以推动完善天津市创新科技成果转化机制,加快建设全国先进制造业研发基地。
With the combination of macro-research,meso-research and micro research,this paper puts forward suggestions on the transformation of R&D achievements from universities and scientific research institutions in Tianjin,such as reform of relevant management systems,strengthening the legislative transformation of scientific and technological achievements and gathering high level transformation service organizations.It aims to accelerate the perfection of the mechanism of innovative transformation of scientific and technological achievements in Tianjin and the construction of a National Advanced Manufacturing R&D Base.
