城乡义务教育师资配置均衡化:巩固成就与跨越陷阱 被引量:31

摘要 从师生比考察城乡义务教育师资配置,可以发现城乡义务教育师资配置均衡化不断推进,取得了显著成就;但是,从师班比和校均班级数量不难看出,城乡义务教育师资配置均衡化水平仍然不高。师生比均等在师资配置政策上具有里程碑意义,但是停留在师生比均等就会误入城乡义务教育师资配置均衡化陷阱。师资配置政策取向直接影响师资分配状况,师班比重点校取向、师班比向城取向、师生比向城取向、师生比城乡统一取向的师资配置政策无疑对城乡师资配置产生了不同影响,从师资配置政策并结合城乡学龄人口变动情况可以对城乡师生比变化与差异进行解释。为跨越陷阱,需要探索体现积极差异原则的城乡义务教育师资配置政策。 Investigating teacher allocation in urban and rural compulsory education from the angel of teacherstudentratio, we can find that progress and achievement have been made towards the balance between teacher allocation inurban and rural compulsory education though still in low level. Significant as the equal teacher- student ratio in teacherallocation policy, cease in the equalization of teacher- student ratio means trapping in the equalization of urban and ruralcompulsory education teacher allocation. The orientation of teacher allocation policy affects the teacher allocation directly .The following orientations including the key- school orientation of teacher- class ratio, the city- preference orientation ofteacher- class ratio, the city- preference orientation of teacher- student ratio and the unified urban- rural orientation ofteacher-student ratio have different effects on the allocation of urban and rural teachers undoubtedly. The teacher allocationpolicy and the changes of school- age population in urban and rural areas could interpret the changes and differences ofteacher-class ratio in urban and rural areas. In order to step over the trap, it is necessary to explore the teacher allocationpolicy embodying the principle that cherishes positive differences between the schools in urban and rural areas.
