摘要
利用2005—2014年我国省际科技创新投入和产出的面板数据,应用DEA模型,构建天津高技术产业科技创新能力指标体系和创新效率评价模型,进行天津高技术产业科技创新能力的省际比较和资源配置分析。研究发现:天津航空航天及设备制造业、医疗设备及仪器仪表制造业的年际间技术效率波动较大;航空航天设备制造业、计算机及办公设备制造业两大行业总体上表现为规模效率递增或不变。在此基础上,针对发现的问题,从政府、产业、企业三个层面提出政策建议。
Using the provincial panel data of input and output of science and technology innovation in China from2005to2014,the article uses DEA model to construct the index system and innovation efficiency evaluation model of high-techindustry in Tianjin,and makes a comparative study of high-tech innovation capacity and resource allocation betweenTianjin and other provinces.The findings are as follows:the interannual technical efficiency fluctuated remarkably in themanufacturing industry of aerospace equipment,medicalequipmentandinstrumentationwhilethescaleefficiencyof manufacturingindustry of aerospace equipment,computer and office equipment increased progressively or remained the same.Based on the above problems,it puts forward some suggestions from the three levels of government,industry and enterprise.
