摘要
发展农村电子商务,应基于互联网和移动互联网重构地级市域范围内的农村商贸流通新体系。建设地级市区域内农村电子商务平台和农产品流通公共服务平台,进而建立全国农村电子商务平台,实现地市级、县级商品物流配送中心、乡镇商贸中心(乡镇农贸市场)、农家店信息互通,实现内部供应链(门店、配送、县域公司总部)和外部供应链(上游供应商、生产厂商、下游客户)的信息及财务数据交换,实现农家店线上进、销、存订单管理和增值业务管理,实现对农贸流通企业、农家店经营情况的统计分析,实现网上信息服务、购销对接、在线交易、在线支付、统计分析、预警预测等功能;建设一村一店的信息化管理系统,提高村店的经营效率和数据服务能力;开发一村一品,解决农产品上行的问题,实施网上农产品期货交易,对接城乡农贸市场,同时对接地级城市的社区商超和便利店以及各种社区终端服务网店。以地级市各县为分中心的运营服务中心一方面引入电子商务服务企业合作,为农产品网上销售提供服务,另一方面开发、服务、管理乡镇服务站和村级服务点;仓储配送中心一方面用于网购商品的集中和对乡镇服务站的配送,另一方面用于分拣、包装、保鲜等农产品初加工。
The development of rural e-commerce should be based on the new rural commerce and trade circulation system.The author puts forward some suggestions on the development of rural e-commerce from the level of city,county and village,such as building the rural e-commerce platform,realize the exchange of information and finance data,and realize online futurestransaction of agricultural products. For the operational service center taking counties as the sub- centers,they should,on onehand introduce e-commerce service enterprises to provide online sales service of agricultural products;on the other hand,theyshould develop,provide service for and manage service stations in counties and villages. The storage and distribution centersshould,on one hand,be used as distribution center of products sold online,and other county service stations;on the other hand,they should be used to carry out primary processing of agricultural products,such as sorting,packing and fresh-care.
