摘要
现行的外国人居留证件管理体系已难以适应形势的发展和需要,改革势在必行。取消现行大一统居留证模式,改版沿用了近50年的外国人居留证和使用了近20年的临时居留证,以磁卡式与贴纸式替代。是今后居留证体系可行性的改革思路。
The current administration system of the aliens' resident certificate is hard to adapt to the development and requirement of the situation, so reform is inevitable. To cancel the current overall mode of the resident certificate, correct the aliens' resident certificate which has been used for nearly 50 years and the temporary resident certificate which has been used nearly 20 years, substitute it for the mode of magnetic card and glued paper, is the feasible reform way of thinking of the subsequent resident certificate system.
