摘要
基本公共教育服务均等化纳入国家民族教育工作的发展目标,既体现了国家平等发展教育的宪法义务、消除教育资源不平等的宪法平等原则,也是实现我国义务教育均等化、保障民族平等的时代要求。实现西部民族地区义务教育均等化,要采取特殊措施缩小西部民族地区和全国义务教育资源配置的差距,也要努力实现西部民族地区之间及区域内城乡之间、各民族之间、同一民族性别之间的均等化,还要明确中央与各省、区,各省、区与辖区内各级人民政府的保障职责,完善财政转移支付制度和教育投资增长机制,建立西部民族地区与各省、市之间,西部民族地区大中城市与农村,发达地方与欠发达地方的教师交流与激励长效机制,完善民族地区教育均衡发展的统筹制度。
Equalization of basic public education services in education development goals not only embodies the constitutional obligation of the equal development of education in our country,and the elimination of unequal educational resources,but also achieves and protects the equalization of compulsory education.As for equalization of compulsory education in the western minority areas,special measures should be taken to narrow the gap of resource allocation between the western minority areas and the whole nation,and should make balance between urban and rural areas,among the regions and minority groups.Besides,the responsibility of the central and provincial,district,and district governments should be clarified,payment system and investment mechanism should be improved,and western ethnic region and the provinces,among cifies,and long-term incentive mechanism of teacher communication and coordination system should be established.
