摘要
闽北频繁遭受灾害性天气的危害,为提升灾害性天气的短时临近预警能力,开发了闽北重大灾害性天气短时预警短信发布平台,主要包括:用户管理、手机号管理、数据备份、信息机参数设置、发送日志查询、地图功能、生成发送短信模板和发送短信等8个功能块,由中国移动通信公司(以下简称移动公司)实现短信发送。此平台由GIS技术实现快速确定发布区域的手机号,短信发送对象:市、县、乡(镇)、村级领导及地质灾害点联系人,按不同级别领导发布相应级别的预警短信内容,市级预警短信由市气象局发布,县、乡、村级预警短信由县气象局发布。2007年4月—2008年6月共发布各类短时临近预警68次、短信92255条,应用效果好。
Severe weather often occurs in the north of Fujian.In order to upgrade the early warning capability of significant weather short-time forecast,we developed the early-warning platform of significant weather short-time forecast in the North of Fujian by sending SMS(PLAT).The PLAT mainly included;user management,mobile phone number management,data backup,information machine parameter setting, asking logs of messeges which had been sent,map,template for sending SMS and sending SMS.Finally the SMS was sent by Mobile Company.Through the GIS the PLAT can definite the mobile phone number of the severe area quickly.The people of the service SMS are:learders of all units in prefectures, cities,towns,villages and liaison persons of geological disasters.Different SMS is sent to different grade leaders in accordance with the weather.The SMS in prefectures grade is sent in the name of Nanping Meterological Bureau.But the SMS in cities,towns,villages grade is sent in the name of corresponding city meterological bureau.During the time of April 2007 to June 2008,we had sent 92255 SMS in 68 installments by the PLAT and achieved satisfactory results.
