摘要
改革开放40年来形成的中国道路或中国模式,从经济学的意义上来讲,是跟一系列非常特殊的经济制度联系在一起的,从制度经济学的角度反思中国模式的特点,是比较常见的,但选择哪些制度作为起正面作用的典型制度来分析,却有着深刻的分歧。在过去40年中国经济发展过程当中,可以挑出三个最典型的制度形式,即半无产阶级化农民工、竞争性地方政府以及社会主义政党–国家。我国学术界——包括政治经济学界、社会学界——对半无产阶级化农民工的分析,大体接近于完成,但一直没有受到'主流经济学'的重视;对竞争性地方政府的分析,最多完成了百分之六七十;而对社会主义政党-国家,尤其是中国共产党作为经济制度的分析却近乎空白。新旧自由主义话语在经济学界的霸权是造成这些现象的根源。本文批判了中国主流经济学在上述问题的研究中存在的流弊,对以上三种制度形式在改革以来所起的作用作了简要的分析。
Gradually taking form during 40 years of reform and opening-up,the'Chinese Path'or the'China Model'is closely associated with a set of very special economic institutions.Much scholastic attention has been paid to characterization of the China Model from the perspective of institutional economics,but opinions diverge drastically on which institutions are to be viewed as exemplary cases for further analysis.This paper identifies the semi-proletarian migrant workers,competitive local governments,and the socialist party-state as the three most typical institutional arrangements that had emerged during the past four decades.Thorough studies on the semi-proletarian migrant workers have been carried out in many disciplines,including economics and sociology,but were not taken seriously by'mainstream'economists.Studies on China’s competitive local governments are still a work in progress.However,the hegemony of classical and neoliberal economic discourses has prevented the discussion of the socialist party-state,and especially the Communist Party of China(CPC)as an economic institution,from taking place.This paper critically examines these deficiencies that mainstream economics to date have failed to address,and seeks to provide a general analysis on the above-mentioned three institutional arrangements.
