摘要
基于当前我国档案异地备份工作尚未全面开展、存在诸多不易解决的情况,文章分析、总结汶川地震以来的档案异地备份制度的实际工作与研究情况,依据档案学科的基本理论,提出构建以实现档案安全为最终目标的异地备份制度。从宏观角度提出法律、资金、人才等保障手段,并建立起以档案异地备份基地为核心的微观安全体系框架,希望能对档案异地备份工作的全面开展有所启示。
Based on the current work of remote backup of archives in China which has not been carried out in all aspects and there are still many problems difficult to solve,the article analyzes and summarizes the actual work and research situation of remote backup system of archives since the Wenchuan earthquake.According to the basic theory of archives,it is proposed to build the remote backup system with the ultimate goal of archival security.From a macro-perspective,it is suggested to take legal,financial and personnel protection measures and builds a micro-security system framework based on the remote backup base,hoping that there is some inspiration for comprehensive development.
