摘要
加入WTO是21世纪中国面临的一次历史性机遇 ,但也面临着挑战。必须趋利避害 ,重视和解决存在的问题 ,采取相应应对措施 ,把优势发挥到最大 ,冲击减少到最小。就此提出 :围绕提高农产品竞争力 ,增加农民收入 ,抓好加快结构调整步伐 ,改革农业管理体制 ,大力发展产业化经营 ,保持粮食市场稳定 ;抓好农产品质量安全 ,培育市场法人主体 ,转移农村剩余劳动力 ,加大对农业的支持和保护力度 。
China's WTO entry in the 21st century is both a historic opportunity and a great challenge.China should go after good and avoid bad by attaching importance to and solving the existing problems, taking suitable countermeasures, giving the fullest play to China's advantages and minimizing China's suffered shock.For this purpose, the following are proposed: quickening the pace of the agricultural structural readjustment around improvement of the competitive power of agricultural products and increase of farmers' income; reforming agricultural management system; devoting major efforts to promoting industrialized operation; maintaining the stability of grain market; securing the quality of agricultural products; cultivating the market corporation main body; shifting surplus rural labour forces; strengthening the support and protection for agriculture; accelerating the work of training special persons.
