摘要
公安机关作为执法机构中队伍最庞大、权力最广泛的一个机关 ,执法中存在不少问题。刑事执法中存在 :未严格把握立案关、证据观念不强、缺乏诉讼意识、适用强制措施问题较多、对嫌疑人合法权益保护观念不强。在行政执法中存在 :法律意识不强、重实体轻程序、维权意识不强、未严格坚持处罚法定原则。提高公安机关执法质量的对策 ,一是加强公安机关的队伍建设 ;二是加强执法监督 ;三是提高公安机关的办案质量。
As one of the largest and most powerful a gencies, public security agency,a force of law enforcement, has some p r oblems existing in the process of law enforcement ln the criminal l aw enforcement, the existing problems are:no strict accreditation, weakn ess of evidence collection idea, lackness of criminal litigation idea, mistakes of compulisve means usage, weak protection idea of legitimat e interests of criminal suspect; In the law enforcement of administrat ive proceedings, the problems are: weak law consciousness, weak conscio usness of right protection, no strictly insisting on legal penalty p rinciple, overstressing substantive law with neglecting adjective law Solving ways of how to improve the law enforcemeat quality are:to st rengthen the construction of public security force,to strengthen inspec tion of law enforcement, to improve quality of handling cases by pub lic security agency
