摘要
广州市实现城市生态可持续发展总目标的任务和重点包括两方面 :一方面系统而有重点地防范生态风险 ,缓冲和抗御自然灾害与极端气候等 ,解决制约广州城市发展的重点和潜在的战略生态问题 ,保障城市生态安全;另一方面全面而有效地提高生态环境质量 ,近期重点建设“三纵两横一心”一级生态主廊道和市中心“绿肺” ,激发城市生态系统活力 ,沟通全市南北生态系统 ,提高生态系统的整体服务功能 ,构建更适宜居住生活、更适宜创业发展的山水田园型生态城市 ,并使两者相辅相成。广州城市发展的重点和潜在的战略生态问题包括 :台风、暴雨、洪涝、全球变暖与海平面上升、临海重工业的发展布局与海岸带生态系统的保护、饮用水保障与水环境质量、机动车尾气污染与大气环境质量 (Nox与SO2 指标超标 )
Guangzhou city should actualize its index system systematically,by stages,having emphases,to look establishing Guangzhou city to national environment protect model city as breach and recent target,for realizing the general aim of ecological city and city ecological system sustainable development. The task and emphases for realizing the general aim include two aspects. On the one hand,It's keeping away the ecological risk,solving the latent strategic ecological problems that restrict the city developing. On the other hand,It's improving ecological environment quality entirely and effectively.
