摘要
本文针对我国粮食流通中政府定价和市场定价并存并由此带来与WTO要求不相适应的问题,提出了完善政府调控方式,建立以市场调节为主体、以国外进口为补充、以政府干预为导向的一体化粮食价格形成机制的观点。文章紧密结合我国粮食供求的变化趋势,分析了以市场化为主体的粮食价格形成机制的构成要素及可供选择的价格机制模式,并导出了完善粮食价格形成机制的政策建议。
To counter the problems that the grain price in China's grain marketing is decided both by the government and by the market and that this situation is not suitable to the demand of WTO,this paper puts forward the viewpoint of perfecting the mode of adjusting the grain price by the government,setting up a kind of grain price formation mechanism with the market adjustment as the main body, the import from abroad as a supplement and the government's interference as the guidance.It also puts forward some suggestions on perfecting the formation mechanism of China's grain price.
