摘要
中国目前的反贫困策略,已经逐渐突破单纯的救济型扶贫,转向发展型扶贫,这一转变与具有发展取向的资产建设理念和发展性社会工作有所契合。本文基于发展型社会工作理论,分析社会工作参与乡村扶贫的链合性,并且以实际的扶贫实践为例,通过参与观察、访谈,并分析第一手调查材料,探讨社会工作帮助村民积累资本(经济资本、社会资本、文化资本)的扶贫实践。研究表明,发展取向的资产建设视角下的社会工作在乡村扶贫实践中发挥了独特作用,但其中也存在诸多困境与问题,需要从体制、政策等方面加以改进完善。
China’s current anti-poverty strategy has gradually broken through the simple relief poverty alleviation and turned to development-oriented poverty alleviation.This transformation is in line with the development-oriented asset construction concept.Based on the developmental social work and asset construction theory,this paper analyzes the compatibility between social work and rural poverty alleviation.In addition,the paper also explores poverty alleviation practices that social work help villagers accumulate capital(economic capital,social capital,cultural capital)based on the analysis of first hand materials.The research shows that the social work of development-oriented assets construction plays the unique role in the practice of rural poverty alleviation,but there are still some problems and dilemmas in it,which need the improvement and perfection from the perspective of system,policy and so on.
