摘要
伴随改革开放的推进以及社会主义市场经济的发展,社会利益结构分化与整合加快,公众的公共参与意识逐渐增强,社会主义民主法治建设不断完善。但志愿服务理念落后,志愿服务组织自主化程度低、法律制度保障不力使得志愿服务很难适应当下环境的要求。为此,需要创新志愿服务治理理念,转变政府角色,强化公民精神教育,加快制度保障。
With the promotion of Socialist Market Economy and the development of Reform and Opening-up policy,the differentiation and integration of Social interest structure are accelerated, sense of participation in public is increased, and socialist democracy is also improved. But Volunteer service is difficult to adapt the current environmental requirements, for the reason of The idea behind voluntary service, low degree autonomy of Volunteer Service Organization, not perfect of legal system. In order to solve the difficulties in the volunteer service, we should innovative the concept of voluntary service, change the role of government, strengthen the spirit of citizenship education, and accelerate institutional guarantee.
