摘要
发源于江苏淮安市的按病种分值付费,具有坚守医保基金管理原则、战略性购买、保护参保人员基本医疗权益、促进医疗机构提升竞争力等特点。彰显从实际出发、接地气,用之可行、行之给力、实效突出,可借鉴、可复制、可推广的经济社会价值。按病种分值付费机制创新的主要启示:与时俱进深化对医保支付制度改革的认识,打造本地版的医保支付制度,医保支付制度改革离不开配套措施。
Settlement system based on disease score originated in Huai＇an. It has the characteristics of adhering to the management principle of medical insurance fund, strategic purchase, protecting the basic medical rights and interests of insured personnel, and promoting the competitiveness of medical institutions. It is based on reality and has economic and social value that can be used for reference, replicated and popularized. The main enlightenment of the innovation of payment mechanism according to disease score： deepening the understanding of the reform of medical insurance payment system with the times; building the local version of the medical insurance payment system; the reform of medical insurance payment system can not be separated from supporting measures.
