摘要
应急情报需求的分析是应急信息管理和服务的基础。探究用户应急情报需求产生的原因,有利于从根本上认知和实现需求。利用"手段—目的链"理论和阶梯访谈法,构建应急情报的关联矩阵和层级价值图。在此基础上,将表面化的需求剖析到目标价值的层次;从信息角度将应急情报需求属性特征粒度细化;从用户的角度将需求群体进行细分,获得了不同用户类型的应急信息需求及需求驱动因素、目标价值。
The demand analysis of emergency information is the basis of emergency information management and service. To explore the causes of user emergency information demand is conducive to the basic cognition and realization of demand. Through the ＂means-end chains＂ method and the ladder interview method, this paper constructs the Implication Matrix and the Hierarchical Value Map of the emergency information. On this basis, this paper analyzes the requirements of the surface to the level of the target value. This paper refines the granularity of the attribute characteristics of the emergency information requirement from the information point of view, subdivides the user group from the user＇s perspective and obtains the emergency information demand, demand drivina factors and target value of different user trues.
