摘要
为大数据环境下面向政府决策的信息资源有效开发和政府科学决策提供路径参考。通过文献分析、网络调查等方法,从面向政府决策的信息流角度探析面向政府决策的信息资源开发模式与开发路径。发现大数据环境下面向政府决策的信息资源开发路径有:建立面向政府决策的社会舆情机制,包括构建舆情数据库、建立舆论实时监测平台等;强化面向政府决策的大数据信息平台管理,包括制定标准规范、建设统一数据资源"云"服务平台等;构建面向政府决策的多主体智库协同开发模式,包括确立政府决策层与智库的协同供求关系、运用"互联网+"思维促进资源共享等。
The paper aims to provide reference for the path of ettectwely developing fnformatfon resources acted on government decision-making and the government＇s scientific decision under the big data environment. Exploring and analyzing government decision-making mode and path through literature analysis, network investigation and other methods, the paper finds some paths of developing government decision- making information resources under the big data environment： Establishing a social public opinion mechanism for government decision-making, including constructing public opinion database and establishing a real-time monitoring platform for public opinion; strengthening the management of big data information platform for government decision-making, including the formulation of standard standards, and the construction of unified data resources ＂cloud＂ service platform; constructing collaborative development model of multi body for government decision-making, including the establishment of the cooperative relationship between the government and the think tank, and the use of ＂lnternet plus＂ thinking to promote the sharing of resources, and so on.
