摘要
改革开放以来,我国逐步放宽了农村人口流动政策,伴随着城镇化进程的推进,农村人口持续地流动到城镇。河南省农村人口流出具有自身的特色。首先,农村人口流出经历从附近短距离流动为主,到长距离跨区迁移为主,再到大中小城镇流动协调分布的发展进程;其次,表现为农村人口大规模单向流出,城镇人口大规模单向流入的空间特征;最后,呈现出农村流出人口规模大、年轻化、受教育水平低且以自发形式为主的河南特色。在坚持农业农村优先发展的背景下,河南省农村人口流出推进了河南农业农村现代化的进程,提升了河南省城镇化水平。分析改革开放以来河南省农村人口流出的影响因素,提出促进河南省农村人口合理转移的对策,对推进河南省城乡一体化建设具有重要意义。
Since the reform and opening up, China has gradually relaxed the rural population migration policy. With theadvancement of the urbanization process, the rural population has continued to flow to towns and cities. The outflow ofrural population in Henan Province has its own characteristics. First of all, the outflow of rural populations hasexperienced a development process from short-distance flow in the vicinity to long-distance cross-regional migration toacoordinated distribution of outflow into large, medium and small towns. Secondly, it is spatially characterized by large-scale one-way outflow of rural population and large-scale one-way inflow of the urban population. Finally, it formsaHenan characteristics with the rural outflowing population being large-scale, young and less-educated. With the policy todevelop the agriculture and rural areas first, the outflow of the rural population advance the modernization of theagriculture and rural areas in Henan, promote the urbanization level of Henan. The paper analyzes the influence factors ofthe outflow of the rural population in Henan and proposes some countermeasures to promote the rural population srational transfer, which is of great importance to the integration of the urban and rural areas in Henan.
