摘要
文章以全球社会政策治理为分析范式,对2030可持续发展目标进行概念梳理、进程还原与可行性评估。这一纲领性目标产生于特定的经济、社会、环境背景,是全球生态—社会合作的迄今集大成者;不但在世界范围内具体化为各行为体的政治实践,亦引发了诸多学术探讨。从全球社会政策视角进行评估,该议程在"再分配"范畴表现突出,高于其"管治"与"人权"的政策范畴。从全球社会治理视角进行评估,这一纲领在各个行为体层面均有功益,但其界定模糊、责任缺位等问题的存在,或会影响其治理效果。随着世界局势的变更,可持续发展目标仍需面临新的挑战。
With an analytical paradigm of global social policy governance, this paper outlines the conception of 2030 sustainable development goals, and assesses its political feasibility. As one of the most programmatic material, these goals have been born out of specific economic, social and environmental contexts, and epitomized global ecological and social cooperation hitherto. Besides various political practices by actors worldwide, sustainable development goals sparked off a number of academic debates. Assessed from the perspective of global social policy, sustainable development goals has been remarkable on the sphere of ＂redistribution＂ rather than its policy implications of ＂regulation＂ and ＂human rights＂. From the perspective of global social governance, sustainable development goals contribute to all levels of actors in world politics, while still faced with difficulties like ill-defined demonstration and lack of responsibilities, which may deter these goals from functioning. As the world situation is characterized by radical changes, sustainable development goals will face new challenges.
