摘要
电子政务和电子治理,其生发有先后,理解有分歧,涵盖的内容和关系有类同,呈现出界限渐趋模糊、趋同日益明显的态势。本文基于国内外已有研究和实践成果考察两者的主要分歧,厘清两者的相互关联,找寻两者趋同的策略和条件,意在消除相关曲解误解,促进两者相向而行。
Electronic administration and electronic governance, the latter emerged and developed after the former. People show disagreement on understanding the both terms, but think about their content and relationships, and manifest the trend of boundaries blurred and converging distinctly. Based on previous literature research and practical results at home and abroad, this paper inspects the main differences, clarifies the interrelationships, and seeks strategies and conditions of convergence between e-administration and e-governance in order to eliminate related distorting and misunderstanding and promote the both forward toward concordant goals.
