摘要
为保障油气管道的安全高效输送,在对油气管道系统中存在的风险进行分析的基础上,概述了油气管道事故的致因机理,并归纳了油气管道系统中存在的风险因素,结合屏障模型和故障树分析,建立了一套适合我国的油气管道风险体系。首先,改进传统的屏障模型仅考虑人为因素分析的局限性,将环境因素、技术因素等纳入到油气管道事故的致因分析中,构建更加全面的油气管道作业过程的屏障集;然后,采用故障树确定屏障中的风险因素,并分析屏障失效对油气管道事故产生的影响;最后,根据屏障模型和故障树分析结果,构建了我国油气管道风险体系。该研究结果可为管道公司采取有针对性的安全管理措施提供决策支撑,对预防油气管道事故的发生具有重要的现实意义。
In order to ensure the safe and efficient transportation of oil and gas pipelines, based on the analyfactors ,the paper includes environmental, technology and other factors in the causation analysis of oil and gas pipeline accidents to build a more comprehensive set of barriers for oil and gas pipeline operations. Then,by using FTA,the paper determines the risk factors that affect the barrier, and analyzes the impact of the barrier failure on the pipeline accidents. Finally, the paper constructs a risk system for oil and gas pipelines based on the barrier model and FTA results. The research results may provide decision support for pipeline companies to adopt targeted safety management measures, and are of significant practice importance for preventing the occurrence of oil and gas pipeline accidents.
