摘要
2017年9月,《乘用车企业平均燃料消耗量与新能源汽车积分并行管理办法》发布,标志着我国建立起新能源汽车市场化发展的长效机制。阐述了双积分政策办法要求,并从行业、企业、单车及节能技术4个层面对乘用车企业平均燃料消耗量发展趋势进行了深入研究,分析了2016—2017年企业平均燃料消耗量和新能源汽车积分情况。分析结果表明,乘用车企业平均燃料消耗量实际值不断下降的重要原因是新能源汽车纳入核算。2016—2017年市场上新能源汽车可交易正积分充裕,积分交易市场为买方市场,未来企业还需进一步加强节能与新能源技术的应用,才能达到国家目标要求。
In September 2017, the release of "Measures on the Parallel Management of Average Fuel Consumption and New Energy Vehicle Credits tor Passenger Car Enterprises" marked the establishment of a long-term meehanism tor the marketoriented development of new energy vehicles in China.This paper expounds the requirements of CAFC and NEV credit policy, makes a thorough study on the development trend of average fuel consumption of passenger ear enterprises from tour aspects of industry, enterprise, ear and energysaving technology, and analyzes the average fuel consumption of enterprises and the credits of new energy vehicles from 2016 to 2017. The analysis results show that the important reason tor the decrease of actual average fuel consumption of passenger ear enterprises is that the new energy vehicles are included into accounting. In the market from 2016 to 2017, the tradable positive credits of new energy vehicles in the market are sufficient; the trading market is the buyer's market. In the future, enterprises need to further strengthen the application of energysaving and new energy technologies to meet the national target requirements.
