摘要
[目的 /意义]互联网已成为公开来源情报的重要渠道。美国陆军情报部门在网络公开情报活动方面有较为客观全面的认识、规范合理的流程和成熟实用的做法,但国内学术界尚无针对性的研究。开展该课题研究既可深化对美国陆军网络公开情报工作的认识,亦可得出对我开展相关工作的启示,有助于更加准确把握网络公开情报搜集规律,对提升我网络公开情报搜集工作的效益具有指导意义。[方法 /过程]在搜集、分析和研究大量美国陆军情报文献的前提下,就美国陆军对网络公开信息的认识,信息搜集人员组成、搜集的主要渠道、信息评估和搜集流程进行介绍和分析,并对其强化网络公开信息搜集的主要举措进行梳理剖析。[结果 /结论 ]美国陆军情报部门认为网络公开信息对情报生产贡献突出,但搜集过程中也存在网络威胁和信息失真风险。美国陆军通过完善相关制度、加强网络安全防范、夯实人才队伍基础和强化信息质量把关等途径确保网络公开信息搜集正规有效、安全高效。其为网络公开情报搜集工作带来四点启示,即加强情报立法、加强网络安全防护、培育人才队伍和强化信息质量把关,从而提高网络公开情报搜集工作效益。
[Purpose/significance] Using the Internet has become an important method for opensource intelligence. U.S. Army has an objective and comprehensive understanding, standardand rational procedure and strict and experienced modus operandi in this domain, but thereis no pertinent research on it in China. Actually, research on this subject can deepen theunderstanding of U.S. Army intelligence operations, thus helping us know the rule well andsecuring more benefits in our intelligence operations. [Method/process] Based on a study of U.S.Army’s intelligence documents, this paper analyzes U.S. Army’s understanding of the onlineopen information, expounds its personnel allocation, major resources, evaluating standard,b and the procedure of collecting information, and then sort out the major measures for enhancing thebenefit in the intelligence operations. [Result/conclusion] U.S. Army thinks highly of onlineopen information, while it realizes that collecting online open information will cause cyber threatand risk of wrong information. For the purpose of assuring the formality and reliability of itsintelligence operations, it perfects relevant rules, strengthens cyber security, recruits intelligencetalents and improves information quality. It shows us that the intelligence units should legalizethe intelligence operations, strengthen cyber security, train intelligence personnel and assureinformation quality.
