摘要
军民融合发展中的"军技民用"对推进供给侧结构性改革、激发军工部门活力、助推区域产业升级转型有着重要意义。针对现有"军技民用"推进情况与相应法律、规定的描述,从解密制度、泄密隐患、转化主体激励、技术标准等角度就推进问题作出详细分析,并提出对应支持策略。
＂military technology civilian＂in the integration of military and civilian development is of great significance to promote supply-side structural reform,stimulate the vitality of the military industry,and promote the upgrading and transformation of regional industries.According to the current＂military technology for civilian use＂promotion situation and the description of corresponding laws and regulations,this paper makes a detailed analysis of the promotion problems from the perspectives of declassification system,hidden dangers of leaks,incentives for transformation subjects,and technical standards,and puts forward corresponding support strategies.
