摘要
主要结合CIRED 2017 Session5发表的文章,分析了信息与通信技术(informationandcommunication technologies,ICT)在配电系统规划中的应用理念和发展设想,主要包括信息采集、协调规划、实际应用,以及新型发展模式等4个部分的内容。第1部分,分析了ICT系统的采集信息与数据处理方法,即在特定的数据处理平台上,提取ICT系统中用于配电系统规划的相关数据,采用聚类、数据挖掘等方法来提取配电系统状态的数据特征;第2部分,分析了ICT系统与配电网的协调规划方法,通过协调ICT系统的可靠性与配电系统可靠性,选取适合配电系统可靠性需求的ICT设备安装地点和量测精度,以实现配电系统的可靠性和经济性目标;第3部分,从负荷和电源出力预测、配电网规划和求解算法3个方面给出了ICT技术在配电系统规划中的具体应用;第4部分,介绍了元胞电网、多微电网、分形网络、自治式电力网络等新型电网发展模式;最后,对ICT技术在配电系统规划领域的发展进行了展望。
Combined with the articles published in CIRED 2017 Session 5, this paper analyzes application concepts and development assumptions of information and communication technology(ICT) in distribution network planning. It presents information collection with ICT system, coordinated planning between ICT system and distribution network, actual application of ICT in distribution network planning and development modes of distribution network. Firstly, the paper analyzes the processing method of the information and data collected with ICT system. Through specific data processing platform, data acquisition for distribution network planning with ICT system can be clustered, mined, and so on, realizing data extraction considering the operation state of distribution network. Secondly, coordination planning between ICT system and distribution network is analyzed. By coordinating mutual influence of network reliability of ICT system and distribution network, suitable installation location and measurement accuracy of ICT equipment are selected to achieve reliability and economy goal of distribution network. Thirdly, ICT specific application in distribution network planning is analyzed from three aspects: load and power output forecasting, planning and solving algorithm of distribution network. Fourthly, new development modes of distribution network are presented, including web of cells, multi-microgrid, fractal grid, and autonomic power system. Finally, this paper prospects development of ICT in field of distribution network planning.
