摘要
目的解决符合"两票制"要求的药品购销发票人工复印、核验、存储等传统方式成本高、效率低下、监管难、工作量大等相关问题。方法依托湖南省医药集中采购平台建设具有票据信息、药品库存、采购订单管理和行政监管功能为一体的票据核验系统,实现药品购销票据规范化、电子化管理。结果在不增加医疗机构及药品生产经营企业工作量的基础上,该系统建立了信息完备的购销记录,做到了票据、账目、货物、货款相一致,从技术上保障了医疗机构网上采购的药品符合"两票制"管理要求。结论药品采购"两票制"票据核验系统在技术上先进可行,实施成本低,操作简便,可以满足药品"两票制"购销票据管理的要求。
Objective To solve the problems of traditional approaches for manual copying, verification and storage of drug purchase and sale invoice that are accorded with the requirements of ＂two invoice system＂, such as high cost, low efficiency, difficult supervision and heavy workload, and so on. MethodTo achieve the standardize and electronic management of invoice by designing negotiable instruments verification system that contains functional modules of invoice information, drug stock information, purchase orders management and supervision based on Hunan pharmaceutical centralized purchasing platform. Result The complete purchase and sale records have been established, and the consistency of invoice, account, goods and payments for goods has been achieved, which ensure the online purchasing of medical institutions in accordance with the demands of ＂two invoice system＂ without adding the workloads. Conclusion Pharmaceutical purchasing negotiable instruments verification system of ＂two invoice system＂ is advanced in technique, low cost and simple to operate, which can fulfill the demands of negotiation instrument management of ＂two invoice system＂.
