摘要
我国服务型政府建设还面临着行政法治的某些缺失,没有形成与服务型政府建设相适应的行政法治观念,在行政立法及行政执法等方面也存在某些问题,引致某些行政行为的失范。深入推进服务型政府建设,要以全面推进依法治国的重大时代课题为契机,不断完善行政法治。一方面树立现代行政法治理念,提高法治意识;另一方面加强行政立法、不断推进行政执法改革并逐步实现行政决策的法治化。
There are some deletions in administrative law in the process of service-oriented govemment building in China. The concept of administrative law doesn＇t adapt to the service-oriented government, and there are also several problems in administrative legislation and administrative enforcement, which have easily caused some anomie administrative acts. We must grasp the important op- portunity of the comprehensive promoting of ruling the eountry by law, further promote the service-oriented government building by im- proving administrative law. On the one hand, to establish the modern concept of administrative law, raise the awareness of ruling of law; on the other hand, to strengthen administrative legislation and promote the reform of administrative enforcement and realize the ruling by law of administrative decision-making gradually.
