摘要
高质量发展是当今时代的主题,也是＂构建清洁低碳、安全高效的能源体系＂的内在要求。综合多方观点,光伏产业高质量发展的内涵可以理解为提质增效、创新驱动、健全产业链、上下游协调发展和绿色低碳。在有利的国内外市场环境和国家扶持政策的双重作用下,中国光伏产业取得了长足发展,中国已是全球最大的光伏组件生产国和光伏装机国,但产业仍存在创新能力不强、补贴依赖度高、产能过剩、市场萎缩、产品质量问题层出不穷、非技术成本障碍增加等瓶颈问题,制约了产业的进一步高质量发展。中国光伏业界应加快产业政策转型,引导市场理性发展;推进供给侧结构性改革,提升市场契合程度;扩充资金融汇渠道,增强产业自主活力;强化创新驱动作用,降低非技术成本制约。要着力把推动产业发展的立足点转到提高质量和效益上来,实现中国光伏产业的高质量发展。
High-quality development is the theme of our era and the inherent requirement of building a clean,low-carbon,safe and efficient energy system.From a multi-faceted perspective,the connotation of high-quality development of photovoltaic industry can be understood as quality and efficiency improvement,innovation-driven,industrial chain improvement,coordinated development of upstream and downstream,and green and low carbon.China′ s PV industry has made great progress under the combined effect of favorable market environ-ment at home and abroad and national support policies.China has become the world ′ s largest producer and consumer of PV products,but China′ s PV industry still has problems such as weak innovative ability,subsidy dependence,overcapacity,market shrinkage,endless product quality problems and increased non-technical cost barriers,which restrict the further high-quality development of the industry.China ′ s PV industry should accelerate the transformation of industrial policies to guide the rational development of market,promote the supplyside structural reform to improve the market fit,expand the financing channels to enhance the vitality of the industry,and strengthen the role of innovation-driven to reduce the non-technical cost constraints.It is neces-sary to focus on quality and efficiency improvement to achieve the high-quality development of China ′ s PV industry.
