摘要
党的十九大明确提出要“推动形成全面开放新格局”，成都市作为西部新一轮开发开放战略高地，需要主动服务国家对外开放战略，积极融入全省“一干多支、五区协同”区域发展新格局和“四向拓展、全域开放”立体开放新态势，高水平建设西部国际门户枢纽，完善对外开放平台、提高参与国际竞争合作层次。为此，成都需要“五力并举”，即深度融入国家“三大战略”，着力形成对外开放新格局；突出“三大领域”，看力筑牢对外开放新支点；完善“三大枢纽”，着力构建互联互通新通道；深化“三大合作”，着力拓宽开放合作新空间；优化“三大环境”，着力提升对外开放竞争力，从而实现以大开放引领大发展。
The 19th National Congress of the Communist Party of China clearly puts forward to＂gear up to create a new landscape in all around opening up＂. Chengdu,as the strategic highland of a new round of the western development and opening up,needs actively serve the national opening up strategy,build a new pattern of regional development with ＂one stem and multiple branches, five regions coordinated＂ and a new situation of three dimensional opening up with ＂four directions development,all region openness＂. The construction of high level international gateway hub in the west ,improving the open platform ,and the participation level of international competition cooperation ,has become an important task for Chengdu to construct an national center city. Therefore,Chengdu needs make efforts in the following five aspects,so that greater openness can lead to greater development.deeply integrating into the national ＂three major strategies＂ and forming a new pattern of opening-up ;highlight the ＂three major areas＂ and focus on building new fulcrums for opening up to the outside world;improving the ＂three major hubs＂ and building new channels to connect outside world;deepening＂three major cooperation＂ and expanding new space for opening up and cooperation;optimizing the ＂three major environments＂ and improving our competitiveness in opening up to the outside world.
