摘要
以港铁站为核心进行土地开发是香港城市建设的主导原则之一,在"轨道加物业"(R+P)思想指引下,港铁公司作为铁路建设的主体,协调政府、开发商、公众等多方利益,在土地转让、规划管控、产权契约等法律、法规框架内,实现了港铁站与周边城市空间的紧密结合,同时结合站点的综合开发提升了土地和物业的价值,实现了"土地溢价"和社会效益的双赢。综合分析港铁站域紧凑空间形态背后发展的故事,丰富而持续的基础研究、有效和具有弹性的管控机制、责任和利益明晰的实施主体等,都是其中非常重要的因素。
Land use integrated with MTR is most important principle of Hong Kong development. With idea of "Rail + Property", MTRC undertakes the construction of MTR and balances the profits of government, developer, and public. Many station complexes have been built under the laws of land releasing, urban planning, and property right. Win - win of society and economy has been achieved through proper integration with the railway maximizing the development potential and land value. The backbones behind the story of Hong Kong rail-city morphology are persistent researches, effective and flexible laws, and reasonable actor.
