摘要
中国的海洋国际合作随着改革开放的步伐不断向前推进,经历了从"请进来"和"走出去"并举,到"主动引领合作",再到"参与全球治理"的发展过程。中国一直致力于推动构建充满活力的海洋国际合作双多边机制,并深度融入到海洋国际大家庭中。40年来,中国海洋国际合作取得了丰硕的成果。在新的形势下海洋国际合作面临着国际国内的诸多挑战。在"一带一路"建设框架下,今后海洋国际合作将不断推进和深化。我们需要站在建设海洋强国、促进海洋可持续发展和构建人类命运共同体的战略高度谋划海洋国际合作。
China＇s marine international cooperation opening up, and has experienced the development has been advancing with the pace of refoml and process from ＂ bringing in＂ and ＂ going out＂ to ＂actively leading cooperation＂ to ＂ participating in global governance＂ These three stages are not completely separated fl＇om each other, but are intertwined. China has been committed to building a dynamic bilateral and muhilateral mechanism for marine international cooperation, and has been deeply integrated into the international ocean community. Over the past 40 years, China＇s marine international cooperation has yielded fruitful resuhs. Under the new situation, marine international cooperation is facing many challenges both at home and abroad. Under the framework of ＂one belt and one road＂ construction, marine international cooperation will continue to advance in the future. We need to plan for international cooperation in the oceans by putting forward a strategy to build a maritime power, promote marine sustainable development, and build a community of human destiny.
