摘要
推进财政资金统筹使用,把"零钱"化为"整钱",增加资金有效供给,是创新宏观调控方式的重要内容,也是用足用活积极财政政策的关键举措。本文结合常州市本级财政舍弃专项资金统筹整合的实践做法,指出当前舍弃专项资金统筹整合过程中存在的难点在于统筹整合缺乏整体规划,资金来源多协调难度大,建议加强顶层设计,探索研究"大专项+任务清单"管理模式;逐步提高有偿使用比例,提升资金统筹使用效率;促进市区产业政策联动,构建协同有序政策格局;建立与整合相适应的绩效评价制度,提升资金整合使用效益;以及加强统筹整合资金监管,确保资金规范安全使用。
Promoting the integrated use of fiscal fund, integrating the ＂miscellaneous fund＂ to a ＂big fund＂ to increase the effective fund supply is the an important part of innovating macro-control mode and also a critical measure to take full advantage of positive fiscal policy. The thesis reviews the practice at Chongzhou finance level who stops the special fund and integrated all funds for a comprehensive purpose, and explained that the main difficulty in the fund integration mainly resulted from the lack of general plan, multiple resource of funds, thus the thesis presents the following suggestions： 1） enhancing the high-level design, 2） exploring the manage- ment mode as ＂large special fund＋ assignment list＂, 3） increasing the compensable use percentage step by step, 4） proceeding industry policy coordination within the whole city and setting up a cooperative orderly policy structure, 5） setting up and integrating applicable performance assessment system to improve the effectiveness of the funds and 6） improving the supervision of the fund to ensure their safe and regulated use.
