摘要
[目的 /意义]针对当前产业智库联盟的构成主体较为单一,所提供的服务种类和实现的功能不够全面,存在供需不平衡的情况,旨在从协同创新理念出发,从多元主体的视角构建和完善产业智库联盟,进而更好地实现其价值。[方法 /过程]基于供给侧、需求侧以及整合的视角,结合系统整合和协同创新的理论,通过从局部到整体的思路探讨产业智库联盟的构建,并从政策和制度、资金、人才和技术、舆论以及服务5个方面探讨构建协同创新理念下的产业智库联盟所需的保障对策。[结果 /结论]构建出包括元素层、组织机构层、操作层、服务层和目标层的产业智库联盟,并在目标协同、组织协同创新、操作协同创新和服务协同创新的互动中更好地促进本产业的发展。
The development of industrial think tank alliance faces many problems, inclu- ding unitary subject, incomplete service type and function, unbalanced supply and demand. So, we try to build and im- prove industrial think tanks alliance from the concept of synergistic innovation and the perspective of multiple subjects and to better realize its value. [ Method/process] From the perspective of supply side, demand side and integration, this pa- per explored the construction of industrial think tank alliance from the local to the whole by using the theory of system inte- gration and synergistic innovation. Then, it explained the safeguard countermeasure of industrial think tank alliance from the aspects of policy and system, capital, talent and technology, public opinion and service. [ Result/conclusion ] This paper constructs industrial think tank alliance including elements layer, organizatio and target layer. In addition, it promotes the development of industry through the tion synergistic innovation, operation synergistic innovation and service synergistic .
