摘要
为弥补营运车辆行车过程中企业进行风险管理的空白,构建道路运输企业车辆行车风险水平评估模型,提出示例型行车风险动态控制措施。基于道路运输企业实际管理特点对行车过程危险源进行风险评估。针对不同风险特征,确定风险水平评估模型。不考虑因素耦合影响,建立行车风险动态变化图,实现不同因素风险水平匹配。在运营企业接受风险阈限范围内,基于行车风险制定车辆安全行车计划图,避免产生高风险因素集中现象。结果表明:利用动态行车风险评估及相应控制措施,可以实现营运车辆行车风险动态管理目标;利用风险控制措施,可以实现运输生产过程风险管理。
The present paper is engaged in the driving risk assessment and offering the risk control methodology for the road transportation businesses. As is well known, there have been existing various road transportation enterprises, big or small, which may lead to lots of defects or disadvantages in the traffic and transportation safety management in many ways. In this paper, what we would like to do is to trace and investigate the management methods under use nowadays based on the practice of majority of the Chinese road transportation enterprises, with their driv-ing and control risk assessment being actualized by their own staff members via simplifying the principal evaluation indexes and factors. Such indexes and factors are worthy to be investigated and analyzed from the point of view of the following different features of the risk sources. To be exact, the principal influential factors may include those of the drivers and the vehicles, with the road environment and the meteorological changes. Therefore, it would be necessary to build up comprehensive evaluation models of the risk levels by using the fuzzy evaluation method. Such models should be oriented onto the classification of the driving risk levels and laid out the basis for the adjustment of the operational plans. And, accordingly, it is also necessary to put forward the risk control measures based on the identification and determination of the said risk levels and the risk characteristic features. What is more, it is also necessary to build up the dynamic changing features of the driving risks with no regard to the coupling effects of the relative factors. Besides, the transportation enterprises and businesses should also establish their own safety transportation plans under the guidance of their own respective leading organs based on the driving risk prevention and elimination orientation, which can also help to comprehensively optimize the risk fighting and prevention measures from the different risk involving factors so as to get rid off the high risk f
