摘要
【目的/意义】通过对智能时代信息伦理问题深入分析和研究,构建完善信息伦理体系有助于提升国家软实力,促进信息伦理可持续发展。【方法/过程】通过对当前信息伦理问题表现及产生成因分析和研究,提出建立信息伦理原则是构建信息伦理体系之本;从制度层、技术层、主体层提出构建信息伦理体系。【结果/结论】智能时代完善的信息伦理体系包括构建信息伦理原则;建立健全法律法规,加强法制监管;研发、升级信息技术,控制信息失范和加强主体信息伦理教育,提升主体的自律能力。
【Purpose/significance】Through in-depth analysis and research on information ethics in the age of intelligence,construct and improve information ethics system,which will help to improve the national soft power and promote thesustainable development of information ethics.【Method/process】Through the analysis of the present information ethicsproblems and its causes, it is proposed that the establishment of information ethics principle is the basis for constructing theinformation ethics system, and the information ethics system is put forward from the system layer, the technical layer andthe main body layer.【Results/conclusion】The perfect information ethics system in the age of intelligence includesbuilding information ethics principles, establishing and perfecting laws and regulations, strengthening legal regulation,developing and upgrading information technology, controlling information anomie and strengthening the ethical education ofthe main body of information, and improving the self-discipline ability of the subject.
