摘要
社会力量的动员与参与是应急救援不可或缺的环节,其不仅能够充分整合社会资源,而且有利于实现应急救援的高效化。分析我国社会力量参与应急救援的必要性,对"8·8"九寨沟地震中社会力量参与应急救援进行分析,并着重分析地震救援中社会力量发挥的作用及存在的问题,提出提升我国社会力量参与应急救援的对策建议,以促进应急救援事业的发展。
The mobilization and participation of social forces is an indispensable part of emergency rescue.It not only fully integrates social resources,but also facilitates the high efficiency of emergency rescue.This paper analyzes the necessity of China＇s social forces to participate in emergency rescue and the participation situation of social forces in emergency rescue in the Jiuzhaigou earthquake on＂8·8＂.And focuses on the role of social forces and existing problems in earthquake rescue.Finally it puts forward some countermeasures to improve the participation of social forces in emergency rescue to promote the development of emergency rescue in China.
